In practicality this would be like custom noise. It exists in both pitch and drum channels and is placed between noise and spectrum. Many sliders and toggles will change the sound of the instrument in many ways making for plenty of instrument combinations. Likely to start on this instrument type I'd try building everything including the synth myself and then add random options that change the waveform and keep adding such options until it becomes easy to create both pleasing sounds and pure noise.
It wouldn't be just the same thing across pitch and drum channels though, as the pitch channel variant is centralized on making instrumental sounds, like phaser pads or synthwaves, possibly called the pitch manipulator or something like that, lol. The drum channel one just makes noise which can potentially be reorganized to make actual percussive sounds like electronic snares or shatter-glass risers.
