Stewards of Gondor

I'll work for the next release on a new mechanic for the Stewards, before the end of the line of Anarion.

The goal is to :

• Make the Steward a council title before the end of the Kings, with specifics missions (like, talk with the princes of Gondor to raise their loyalty, improve the city of Minas Tirith, ...)
• Give the Steward a trait "Steward"
• Give the ability for the Steward to ask the King to transmit the title to his son after his death
• if the Line of Anarion ended, the Steward will gain the title e_steward_gondor and will rules the Kingdom.
