Taking a stab at moving from Travis to GHA #127

This branch still uses Travis tests, we should move away from that

This branch is meant to die; it's a hack, and it does not pass the unit tests.

@StokesMIDE Main goal was not to have it call Travis, but it looks like (except for the readthedocs thing) the tests do pass
