Remove Irrelevant Skipped Specs #10

There are a number of specs that will never be moved from skip because they aren't meaningful (e.g., stylesheets_helper_spec – which should probably be removed alongside the stylesheets_helper). Let's clean these out so that the remaining skips are at least a good indicator of specs that should still be written.

Completed in #11. Skipped specs currently in code base are relevant specs.
