Add option to limit framerate on loading #8

During loading screens, framerates are no longer limited and goes back to max. Can you enable ChillFrames to limit FPS on those black screen that definitely does need 60+ FPS?

It absolutely needs to be unlimited during loading screens. If Chill frames.is active during loading screens it will actually make the loading take significantly longer.
