Add weather animations #9

One of the most important animations.

Either use particles or a fade in of an image like PS (use PS's image?)

It needs to be fast though since it's at the end of every turn (600 ms sounds good)

I have a lot of unused assets (even some from spin off pokemon games)

I think there is a small image (repeat on all sides like a 9-patch to fill screen) of sandstorm background. I have a raindrop and sand particle images to be used by a particle engine.

Maybe get a dedicated project going for usable assets?

Some kind of thread? Sure, but we need a good webclient with already a few animations to get people in.
