Fixes https://jira.furfest.org/browse/SEI_SW-97 by checking Stripe for the status of pending payments and resuming the attendee where they left off. Also fixes https://jira.furfest.org/browse/SEI_SW-164. Also fixes some other bugs introduced by either the bootstrap upgrade or the merge from MAGFest.
