Adjust week modifiers

Some of the active game week modifiers are very strong they should be balanced accordingly.

• weeks of Feebleness, Infirmity -> Defense multiplier from 0.8 to &weeks_of_lower_defense
• weeks of Sorrow, Light -> Luck / Morale reduction from 2 to &weeks_of_lower_luck_and_more
• weeks of Fire, Water, Air, Earth, Chaos from 150%*damage to damage + damage/weeks_of_elemental_damage_divisor.
• week of Fire and Ice from 2*damage to damage + damage/weeks_of_elemental_damage_divisor.
• weeks of Idleness, Calm -> Initiative multiplier from 0.8 to &weeks_of_lower_initiative
