Config feature: Separate efficiencies #54

Could you add a config that allows for separate RF vs burn time efficiency? (possibly including the option to turn off burning of items for fuel)

Done: minerEfficiencyInternalPower and minerEfficiencyExternalPower. When set to 0 respective way of powering is disabled completely.
