Block bonuses should detect if the tool is silk touch or fortune #28

Unknown if this is an issue but it needs to be tested.

Changing this from a bug to a enhancement.

Silk touch current works on blocks that are not placed from block tracker.

Currently the behavior for block bonuses is to increase the number of base item drops by 1 and not multiply the number of drops from Fortune.

Design update: This should be a configuration on the bonus.
