What steps will reproduce the problem?
1. Successfully set ME on Cyanogenmod 10.2 (Android 4.3) and enjoy use.
2. Upgrade to Cyanogenmod 11.0 (Andorid 4.4) and attempt to use Market Enabler 
again.
3. Market Enabler no longer works. Regardless of setting the carrier, I see the 
local region.

What is the expected output? What do you see instead?
Expected outcome> I can see the US Google Play Store.
Outcome> I can see a Chinese appstore. (Logging in from Beijing, China)

What version of the product are you using? On what ROM?
ME 3.1.1.3
Cyanogenmod 11.0

Please provide any additional information below.
Device: Samsung Galaxy S3 Telecom NZ GT-i9300T, Rooted & running Cyanogenmod 
11.0

Attach a logcat output if possible.
Do not know what is a logcat output.
