CONDITII DE ADMITERE PENTRU CETATENI AI TARILOR NON-UE Cetatenii acestor tari pot fi admisi ca studenti in regim cu taxa cu urmatoarele conditii: -sa dovedeasca prin documente cetatenia statului respectiv; -sa prezinte o diploma de studii care sa ateste calificarea necesara continuarii acestora in UPB; -sa aiba un accept de principiu din partea UPB. In vederea inscrierii la studii se vor parcurge urmatoarelor etape:

  1. Preinscrierea pentru obtinerea SCRISORII DE ACCEPTARE. Dosarul de preinscriere va contine: Cererea pentru eliberarea scrisorii de acceptare la studii, in doua exemplare model anexat pe site-ul UPB (http://www.pub.ro/ro/international/studentiinternationali.html) Copie legalizata a diplomei de studii incluzand foia matricola (diploma de Bacalaureat sau echivalenta pentru inscrierea la studii de licenta, respectiv diploma de licenta sau echivalenta pentru inscrierea la studii de Master); Copie legalizata a certificatului de nastere; Copie pasaport; Certificat medical; Toate documentele vor fi insotite de traducerile legalizate in limba romana, engleza sau franceza. Aplicantul va depune Dosarul la Biroul "Studenti Internationali" din cadrul UPB sau il va trimite prin posta pe adresa: Universitatea POLITEHNICA din Bucuresti Directia Studenti Internationali Spl. Independentei, nr. 313 060042 Bucuresti, Romania Dupa analizarea dosarului in cadrul UPB, acesta va fi transmis Ministerul Educatiei, Cercetarii, Tineretului si Sportului (MECTS) care va trimite pe adresa candidatului Scrisoarea de acceptare.
  2. In cazul raspunsului favorabil, aplicantul va plati taxa de scolarizare in contul UPB dupa care va depune documentele la Ambasada Romaniei din tara de origine pentru obtinerea vizei de studiu. Pentru anii universitari taxele de scolarizare a cetatenilor non-UE sunt de 2430 Euro/ an universitar (9 luni x 270Euro/luna). Taxa de scolarizare se plateste intr-o singura transa pentru primul an de studii si in cate doua transe egale pentru urmatorii ani de studii, in contul bancar al UPB: RO11RNCB0723000506250052 , BCR, Sector 6, Str. Splaiul Independentei, nr. 313. Personalul reprezentantelor diplomatice in Romania (ambasade, birouri consulare, agentii economice, organisme si organizatii internationale) precum si membrii familiilor lor pot fi acceptate la studii fara taxa pe baza unui document de acord bilateral atestat de catre Ministerul de Afacerilor Externe.
  3. Dupa obtinerea vizei de studiu studentul trebuie sa se inscrie la Universitatea POLITEHNICA Bucuresti pana la data de 15 octombrie a anului in curs. BURSE Studentii straini pot beneficia de burse de studiu provenind din diferite surse, precum; burse acordate de statul roman pe baza de reciprocitate, incluse in acordurile de cooperare culturala bilaterala burse acordate de Ministerul Educatiei,, Cercetarii, tineretului si Sportului, pentru studentii straini cu rezultate deosebite in anii de studiu precedenti din Romania burse de studiu acordate de catre UPB pe baza de concurs. toate tarile exceptand pe cele din Spatiul Economic European (cele 27 de tari membre ale Uniunii Europene –UE- la care se adauga Islanda, Norvegia si Lichtenstein) si Confederatia Elvetiana.

INFORMATII PENTRU CANDIDATII LA ADMITERE CETATENI AI TARILOR SPATIULUI ECONOMIC EUROPEAN SAU AI CONFEDERATIEI ELVETIENE Cetatenii acestor tari beneficiaza de aceleasi drepturi, se supun acelorasi conditii si platesc aceleasi taxe ca si cetatenii romani. ORGANIZAREA ADMITERII Admiterea în UPB se organizează pe facultăţi, pe domenii de studiu. Denumirea domeniilor şi specializărilor, numărul de locuri (fără taxă şi cu taxă) care fac obiectul concursului de admitere pentru fiecare domeniu şi specializare precum şi disciplinele probelor de concurs se fac publice prin afişare la sediul facultatii si pe site-ul web. Admiterea se desfasoara pe baza de concurs, in doua sesiuni: 1.sesiunea din iulie in care se sustin doua probe scrise pentru disciplinele de concurs alese de catre candidat; pentru specializarea "Inginerie chimica" admiterea se face pe baza notelor din foaia matricola. 2.sesiunea din septembrie organizata pentru ocuparea eventualelor locuri ramase vacante dupa sesiunea din iulie si in care admiterea se face pe baza notelor extrase din foaia matricolă la doua discipline de concurs alese de catre candidat.

CONDITII DE INSCRIERE Se pot înscrie la Concursul de admitere absolvenţi de liceu cu diplomă de bacalaureat (sau diplomă echivalentă acesteia). Taxa de inscriere este de 100 RON. Recunoasterea acestei diplome de catre CNRED (Consiliul National de Recunoastere si Echivalare a Diplomelor) prin emiterea unui Certificat este necesara in prealabil. Pentru recunoastere, candidatii trebuie sa depuna la Biroul "Studenti Internationali" al UPB un dosar continand urmatoarele documente: Cerere completata Copie legalizata a Diplomei de bacalaureat Copii legalizate ale Diplomelor universitare cu foile matricole aferente ( pentru inscriere la master) Document de identificare personala (copie) : pasaport (paginile 1,2,3,4)/carte de identitate . Documentele se accepta in limbile romana, engleza sau franceza. Ele se vor trimite prin posta, pe adresa: Universitatea POLITEHNICA din Bucuresti Directia Studenti Internationali Spl. Independentei, nr 313, 060042 Bucuresti, Romania Taxa pentru recunoasterea diplomei este de 50 RON si poate fi platita prin virament sau prin mandat postal in contul Ministerului. Datele necesare platii: Beneficiar : Ministerul Educatiei, Cercetarii, Tineretului si Sportului. Cod fiscal : 13729380 Banca : Directia de Trezorerie si Contabilitate Publica a Municipiului Bucuresti- DTCPMB Cod Iban :RO27TREZ7005003XXX000069 Certificatul de atestare a diplomei eliberat de catre CNRED va fi trimis pe adresa Universitatii POLITEHNICA din Bucuresti in maximum 15 zile. Dupa obtinerea acestui certificat, candidatul se va inscrie la secretariatul facultatii cu urmatoarele documente : fisa de inscriere (se obtine la secretariat, in momentul inscrierii); 3 poze tip buletin; chitanta taxa de inscriere (100 RON); adeverinta medicala (din care să rezulte că este apt medical pentru domeniul de studiu la care candidează); certificat de nastere. Un candidat poate concura la mai multe specializari si la mai multe dintre filierele lingvistice ale facultăţii. Opţiunile vor fi făcute în momentul înscrierii.

COMPETENTA LINGVISTICA Candidaţii care nu au efectuat studiile anterioare in limba straina a filierei lingvistice vizate trebuie să prezinte un Certificat de competenţă lingvistică (nivelul B2 conform CERCL), eliberat de organismele abilitate (de exemplu: TOEFL sau Cambridge pentru limba engleza, DELF sau DALF pentru limba franceza, Sprachdiplom sau TestDaF pentru limba germana). Candidaţii care nu poseda un astfel de certificat il pot obţine de la Catedra de Limbi Moderne din Universitatea POLITEHNICA din Bucuresti, in perioada înscrierilor la concursul de admitere, în urma unui test .

DISCIPLINELE DE CONCURS Pentru specializarea Inginerie chimică: admiterea se face pe baza notelor din foaia matricola , fara probele de concurs, pentru disciplinele: Matematică sau Chimie organică (M1) Chimie anorganică sau Fizică (M2) Pentru toate celelalte programe (specializari), se sustin probele de concurs la disciplinele: Algebra şi elemente de analiză matematică (M1) Fizică sau Geometrie şi trigonometrie (M2) PROBELE SCRISE Probele scrise se vor susţine sub formă de test grilă. Subiectele probelor de concurs vor fi concepute luând în considerare programele analitice ale disciplinelor de concurs. Enunturile subiectelor sunt prezentate candidatilor intr-un CHESTIONAR DE CONCURS in limba romana sau in limba de studiu pentru care candidatul a optat la inscriere. Fiecare subiect de probă de concurs este însoţit de un set de răspunsuri, dintre care unul singur este corect. În cadrul probei de concurs, candidaţii trebuie să determine răspunsul corect la fiecare subiect de probă de concurs şi să-l marcheze în FORMULARUL PROBEI DE CONCURS printr-un semn “X” NOTELE DE CONCURS Pentru fiecare proba de concurs candidatii primesc cate o nota (NC1, respectiv NC2) de la 1 la 10. Acestea sunt obtinute in urma evaluarii probelor scrise sau ca medie aritmetica a notelor inscrise in foia matricola de la liceu, la cele doua discipline de concurs. Baremul minim de admitere este ca media aritmetica a notelor de concurs sa fie cel putin 5,0 (cinci). CLASIFICAREA CANDIDATILOR (DIN STRAINATATE) Candidaţii sunt ordonaţi în ordinea descrescătoare a mediei generale, MG calculata ca medie aritmetică a celor două note de concurs: MG=(NC1+NC2)/2 Se tratează opţiunile candidaţilor pentru filierele /specializările facultăţii, conform listei rezultate, în ordinea priorităţilor stabilite de către candidaţi în momentul înscrierii. Aceasta înseamnă că în cazul în care s-a completat numărul de locuri la o anumită specializare candidatul următor care a indicat ca primă opţiune această specializare va fi repartizat conform opţiunii sale următoare pentru care sunt încă locuri neocupate. Abia apoi se trece la procesarea opţiunilor pentru candidatul care urmează în ordinea descrescătoare a mediei generale. Candidatii declarati admisi trebuie sa se inmatriculeze in termen de 2 zile de la data afisarii rezultatelor la secretariatul facultatii. ALTELE Pe perioada examenului de admitere din iulie, candidatii beneficiaza de cazare pe o perioada de 7 zile in caminele facultatii.

Spatiul Economic European (SEE) cuprinde cele 27 de tari membre ale Uniunii Europene (UE) la care se adauga Islanda, Norvegia si Lichtenstein.

ADMISSION REQUIREMENTS AND VISA

Admission requirements for EU students The citizens from EU countries candidate for admission in the Romanian educational system under the same conditions as the Romanian citizens and they are subject to the same tuition fees as the Romanian students. In order to obtain the recognition of the studies , the European candidates must send to University Politehnica of Bucharest the following documents:

The documents written in other languages than English or French will be translated in Romanian or English. The fee for the recognition of study documents is 50 RON and can be paid either by bank transfer or postal order. The certificates issued by National Center of Recognition and Equivalence of Diplomas (CNRED ) will be sent to University POLITEHNICA of Bucharest in maximum 15 days.

Admission requirements for non-EU students The citizens from non-EU countries who wish to study in our university must : a) have the documents proving the citizenship of the respective state ; b) have the necessary qualification, attested by educational documents ; c) have the pre-approval of University "POLITEHNICA" of Bucharest.

Non-EU citizens willing to study in Romania have to apply to University POLITEHNICA of Bucharest, in order to receive the pre-enrollment. The Letter of Acceptance will then be issued by the Ministry of Education, Research, Youth and Sport. The application forms are available at the International Partnerships and Romanian Diaspora Direction of the Ministry of Education , Research, Youth and Sport or on the site www.upb.ro of our university, at the Romanian Embassies abroad, or it can be downloaded directly from the site of the Ministry of Education, Research, Youth and Sport. The application papers, only in copy, have to be mailed to the University „POLITEHNICA” of Bucharest, for pre-enrollment. The official documents have to be submitted personally, in original, when applying in Romania. Before coming to Romania, the international students should have their documents endorsed within the Romanian embassies in their own countries; there, they should obtain a valid visa for studying in Romania. The citizens from non-EU countries can be registered for studies in University „POLITEHNICA” of Bucharest without entry examination, by supplementing the enrolment figure approved for Romanian citizens. The staff of foreign official representatives – ambassades, consular offices, economic agencies, international organisations and organisms – and their family members can be accepted in the Romanian higher educational system, under the same regime of tuition fees as the Romanian citizens. The official quality of the these candidats has to be confirmed by the Ministry of Foreign Affairs. Admission to „POLITEHNICA” university is based on the selection of application files. In order to apply for the Ph.D studies, international students are also required to pass the entry examination. International students have to prove good knowledge of the teaching language (Romanian, English, French or German). Usually, they learn Romanian during a preparatory year ( being possible in our university only for candidats that intend to follow postuniversity study). The candidates who speak Romanian can skip the preparatory year after having passed a test of Romanian language. The candidates who can formally prove that they have studied in Romanian for at least four years consecutively, do not need to pass the Romanian language test nor to attend the preparatory year. Foreign students who have begun to study in their home country or in another country, can finish their studies in Romania. This possibility depends on each individual case, after the recognition and equivalence of diplomas by our university.

For pre-enrollment, the following application documents are requested:

  1. Application form (filled in 2 copies) ;
  2. Certified copy of the Baccalaureate Diploma and university Diploma equivalent-for foreign citizens that apply for master and PhD studies ;
  3. Academic transcript translated into Romanian, English, or French;
  4. Certified copy of the Birth Certificate ;
  5. Copy of the passport;
  6. Medical certificate. These documents have to be accompanied by legalized translations in a language of international circulation (by case), certified for authentication by the Embassy of Romania from the issuer country or with Apostille of Hague (for EU citizens). Before coming to Romania, the non-EU citizens should obtain a valid visa for study in Romania from the Romanian embassies in their own countries.

  Conditions of obtaining a scholarship The citizens of non-EU countries can be enrolled in Romania on their own expense, paying the tuition fees established by government decision or by obtaining scholarships offered by the Romanian state. Romanian state scholarships are awarded to foreign citizens who study in Romanian state educational institutions, as it follows: a. On reciprocity basis, in accordance with international cultural cooperation documents; b. According to the external interests of Romania, a number of annual scholarships are granted:

Tuition fees According to the Government Decree no. 22 of 29.08.2009, approved by Law 1/06.01.2010, the minimum quantum of tuition fees, in currency, for the foreign citizens who study in Romania on their own expenses and who are citizens of countries that are not members of the European Union, or citizens of countries that are not part of the European Economic Space and of the Swiss Confederation, starting with the year of study 2009-2010, is the one mentioned below. In compliance with the legislation, in University POLITEHNICA of Bucharest the tuition fees for this year of study are: ● 270 EURO/month ( 9 months for every year) for university study ● 290 EURO/month (12 months for every year) for PhD. A. For the first year of study, the taxes must be paid in advance for a period of 9 months and for the further years of study the payment will be in two tranches, in our bank account: RO11RNCB0723000506250052 , BCR, Sector 6, Str. Splaiul Independentei, nr. 313. To the taxes above mentioned there must be added the cost of accommodation and, respectively, the cost of canteen meals, for those who benefit of these services from our university. B. Reduced frequency education and other forms of educational systems organized in accordance with the law. University programs of Ph. D.:

  1. For the admission colloquy – the equivalent of the monthly fee mentioned at point A. will be paid (290 EURO)
  2. For the program of advanced academic studies – the payment of fees will follow the conditions from point A (290 EURO for each activity)
  3. For the program of scientific research the only activities that will be paid will be those mentioned in the individual educational plan, with the equivalent of the monthly fee mentioned at point A (290 EURO).

When taking the Baccalaureate exam, the undergraduate or post-graduate exams, the fees in University POLITEHNICA of Bucharest are 270 EURO for licence and master, and 540 EURO for PhD.

In the next tabel are the fees for all types of studying fields in Romania:

Any other personal expenses will be covered by the ones involved directly (including accommodation and meals).

The Romanian long-stay visa for studies

The long stay visa for studies may be granted, upon request, to foreign citizens who want to reside the Romanian territory as students or to foreign citizen registered in pupil-exchange programs. Foreign citizens accepted for studies by a state educational institute or a private educational institute accredited according to law, including for participation in PhD courses, are considered students, for the purpose of the present article. The visa application, in the case of students, must be accompanied by the following supporting documents: a) the letter of acceptance from the Ministry of Education and Research, Youth and Sport; b) proof of payment of the tuition fee ; c) proof of the means of support in amount of at least the minimum net wage at country level per month, for the entire period specified in the visa; d) a criminal record certificate or another document of the same legal value; e) medical insurance for the entire period of the visa validity; f) approval of the parents or the foster parents in connection with the stay on the Romanian territory for study purposes, if the foreign citizen is a minor; The foreign citizen who benefit from a scholarship offered by the Romanian State and the foreign citizen of Romanian origin, are exempt from the obligation of submitting documents laid down in paragraph c). The visa provided for above paragraph will also be granted to foreign citizens accepted for studies on the grounds of international documents to which Romania is party. Visa applications can only be submitted to the diplomatic missions and consular posts of Romania abroad.

Les conditions d’admissions pour les étudiants de l’ UE Les citoyens de l’UE , candidats a l’admission dans le système d’éducation roumain doivent accomplir les mêmes conditions que les citoyens roumains et sont sujet aux mêmes frais de scolarité que les étudiants roumains. Pour la reconnaissance des études les candidats européens doivent envoyer a l’ Université POLITEHNICA de Bucarest les suivants documents:

Les documents rédigés dans d’autres langues que l’anglais ou le français seront traduits en anglais ou en roumain. Les certificats élaborés par CNRED seront envoyés a l’Université POLITEHNICA de Bucarest dans maximum 15 jours. Les conditions d'admission pour des étudiants non-UE Les citoyens des pays non-UE qui souhaitent étudier dans notre institution doivent : a) avoir les documents prouvant la citoyenneté de l'état respectif ; b) certifier la qualification nécessaire, par des documents éducatifs ; c) avoir le pré-accepte de l’Université "POLITEHNICA" de Bucarest;

Les citoyens Non-UE qui veulent étudier à l’Université "POLITEHNICA" de Bucarest, devraient appliquer pour la préinscription. La lettre d'acceptation sera émise par le Ministère de l’Education, de la Recherche, de la Jeunesse et du Sport. Les formulaires de demande sont disponibles au Direction des Partenariats Internationaux et des Roumains de Diaspora du Ministère de l'Education, Recherche, de la Jeunesse et du Sport ou le site de notre université www.upb.ro , aux ambassades roumaines à l'étranger, ou ils peuvent être téléchargés directement du site du Ministère de l'Education, de la Recherche , de la Jeunesse et du Sport. Les formulaires d'application, seulement en copie, doivent être expédiés à l’Université "POLITEHNICA" de Bucarest, pour recevoir la préinscription. Les documents officiels doivent être soumis personnellement, dans l'original, au moment de l’application en Roumanie.
Avant de venir en Roumanie, les étudiants internationaux doivent faire approuver leurs documents dans les ambassades roumaines de leurs pays; où ils doivent obtenir le visa d’études pour la Roumanie. Les citoyens des pays de la non-UE peuvent être inscrits aux études à l’Université "POLITEHNICA" de Bucarest sans examen d'entrée, en supplémentant le chiffre d'inscription approuvé pour les citoyens roumains. Le personnel des représentants officiels étrangers - ambassades, bureaux consulaires, agences économiques, organismes internationaux et organisations - et leurs membres de famille peut être acceptés dans le système d'éducation universitaire roumain dans le même régime des frais d'instruction que les citoyens roumains. La qualité officielle de ces candidats doit être confirmée par le Ministère des affaires étrangères. L'admission dans notre université est basée sur le choix des dossiers d'application. Afin de suivre des études de PhD, les étudiants internationaux sont aussi obligés de passer l'examen d'entrée. Les étudiants internationaux doivent prouver une bonne connaissance de la langue d’enseignement (roumain, anglais, français ou allemand). Habituellement, les étudiants internationaux apprennent la langue roumaine pendant une année préparatoire (possible dans notre Université seulement pour les candidats qui veulent faire des études postuniversitaires). Les candidats qui parlent roumain peuvent être excepté de l'année préparatoire s’ils passent un test de langue roumaine. Les candidats qui peuvent formellement montrer qu'ils ont étudié dans la langue roumaine pendant au moins quatre années consécutivement, n'ont pas besoin de passer l'essai roumain de langue ni d'assister à l'année préparatoire. Les étudiants étrangers qui ont commencé à étudier dans leur pays d'origine ou dans un autre pays, peuvent finir leurs études en Roumanie. Cette possibilité dépend de chaque cas individuel, après l'identification et l'équivalence des diplômes par notre université. Pour la préinscription sont nécessaires les suivants documents:

  1. Formulaire de demande (rempli en 2 copies) ;
  2. Copie certifiée du Baccalauréat et de l'équivalent de licence - pour les citoyens étrangers qui veulent s’inscrire au master ou PhD;
  3. Relève de notes certifié traduit en roumain, anglais ou français;
  4. Copie certifiée de l'acte de naissance ;
  5. Copie du passeport ;
  6. Certificat médical. Ces documents doivent être accompagnés des traductions légalisées dans une langue de circulation internationale (par cas), certifiée pour l'authentification par l'ambassade de la Roumanie du pays d'émetteur ou avec Apostille de Hague (pour des citoyens de l'UE).
    Avant de venir en Roumanie, les citoyens de la non-UE devraient obtenir un visa valide pour l'étude en Roumanie des ambassades roumaines dans leurs propres pays.
    A l’Université "POLITEHNICA" de Bucarest on peut étudier en langues étrangères dans les suivantes facultés : a. ÉTUDES DE LICENCE:

Les conditions d’obtenir une bourse Les citoyens des pays non-UE peuvent être inscrits en Roumanie s’ils paient les frais de scolarité établis par les universités ou s’ils obtiennent des bourses offertes par le Gouvernement Roumain. Les bourses de l’état roumain sont accordées aux étudiants étrangers dans les conditions suivantes ; a. bourse de réciprocité, en fonction des accords de coopération culturelle bilatéraux ; b. en fonction de l’intérêt externe de la Roumanie, il y a :

Pour la première année les étudiants doivent payer en avance pour une période de 9 mois et pour les autres années d’études en 2 tranches, dans notre compte bancaire : RO11RNCB0723000506250052 , BCR, Sector 6, Str. Splaiul Independentei, nr. 313.

B. Éducation à fréquence réduite et autre formes de systèmes éducationnels organisés en concordance avec la loi. Programmes universitaires de PhD :

  1. Pour le colloque d’admission – l’équivalent du frais mensuel mentionné au point A. sera payé (290 EURO)
  2. Pour le programme des études académiques avancés – le paiement des frais suivra les conditions du point A. (290 EURO pour chaque activité)
  3. Pour le programme des recherches scientifiques, les seuls activités qui seront payés sont celles mentionnées dans le plan individuel d’enseignement, avec l’équivalent du frais mensuel mentionné au point A. (290 EURO)

Afin de passer l’examen de Baccalauréat, de licence ou les examens postuniversitaires à l’Université "POLITEHNICA" de Bucarest les frais sont de 270 EURO pour licence et master et 540 pour PhD. Tous autres coûts personnels seront couverts par ceux impliqués directement (y compris les frais d’hébergement).

Le visa d’études roumain à longue terme Le visa d’études à longue terme peut être obtenue par des citoyens étrangers qui désirent étudier en Roumanie ou sont venus par des programmes d’échanges culturels. Les étrangers acceptés aux études par une institution éducationnelle d’état ou privée accréditée selon la loi sont considérés étudiants. Pour obtenir le visa il est besoin des documents suivants : a) Lettre d’acceptation du Ministère de l’Éducation, de la Recherche, de la Jeunesse et du Sport b) Épreuve de paiement de frais de scolarité c) Épreuve de moyens de subsistance pour la période de visa (le salaire minimum par mois) d) Le casier ou autre document avec la même valeur légale e) Assurance médicale pour toute la période de validité du visa f) L’accord des parents si les étudiants sont mineurs. Les étudiants étrangers qui bénéficient des bourses de l’état roumain sont exemptés de soumettre les documents prévus au point c). Le visa ci-dessus mentionné est aussi accordé aux étrangers acceptés aux études en fonction des documents internationaux auxquels la Roumanie est partie. L’application pour le visa peut être soumise seulement aux missions diplomatiques et sections consulaires de la Roumanie à l’étranger.
