Look into if it is possible to stop using service locator with commands

Not possible to strictly enforce, since commands need to be retrieved from database and resolved. Possible workaround is to create a new command request type for every command and use that to dispatch.

• Pros:
  • Can make explicit set parameter methods
  • Makes clear which commands a class depends on
• Cons:
  • More class bloat
  • New class for each command
  • Requires making factories for some commands
  • Harder/complicated to batch dispatch
