Looking for the first one I located Bug 1773860: Provide global long-term "disable all promos" flag which also mentions:

Plan: mention those options and have a link to the bug.

These options apparently don't affect the multi-account container extension, but I am unsure why I am using that anyway considering the feature is better integrated nowadays and I mainly use it for logging into develop.element.io with multiple different accounts.
