miRNA calls - restrict to 21, 22 nt mature miRNAs #111

ShortStack4: Some loci are making it through called MIRNAs even thought supposed mature is 24nts long. Need to investigate and fix.

This occurs if a user provides a 'knownRNA' that is an off-length, and it qualifies. Left as is.
