Check wigToBigWig executable up front #115

wigToBigwig is required if aligning .. currently it is not checked for until the subprocess ShortTracks utility is called, which is a long way into the run. ShortStack needs to check this (and any other sub-processed requirements) at startup.

Fixed in c2c2615 .. will be included in next release.
