Add e9x manual to the update checker/auto download #67

What feature/option would you like to have?
1. Update checker that runs when eepe is launched checks for a new version of 
the ER9X manual
2. If a newer version is found, offer the user the option to download the new 
version

What is the expected output?
Latest version of er9x manual is installed along with eepe.

The latest manual is usually downloaded with the latest release of eePe
