While this would be cool, part of me thinks it's a bit big to just put into Ex Astris, and would rather be a mod on it's own. Nevertheless, I'll keep it in mind, and see what I can come up with.
I have been looking at the source for ex-nihilo as well. In there, I dont think it would be hard to add a filter to the processing of sieve rewards per the current harvest level of the mesh. Then it's just adding a catch when "sieving" an upgraded mesh. With the auto sieve, the upgraded. Currently, one can use a sieve to "mine" for resources that are not acquirable through normal means in either vanilla or Iguanas Tinkers Construct Tweaks. This circumvents vanilla harvest levels, much less more in depth laddering and leveling of Iguana's TCon tweaks. One can theoretically acquire diamonds on the first day in a skyblock map.
Would like to have the sieves pay attention to the Blocks.HarvestLevels property during the processing of SiftReward. Perhaps the ItemMesh can be used as an upgrade path/modifier item for setting the HarvestLevel of the autosieve? Thus a standard mesh can only do dirt, a mesh upgraded with stone/bone/flint will do dirt & gravel/sand/dust with the gravel yielding a limited harvest level appropriate rewards.
If you wanted to be really interesting, require 2 upgraded mesh (stacked) to do sand and 3 upgraded mesh to do dust, and so on.
I got started thinking about this because I'm enjoying the leveling of Iguanas Tinkers Construct Tweaks ( http://www.minecraftforum.net/forums/mapping-and-modding/minecraft-mods/2176855-iguanas-tinker-tweaks ) and finding that Ex-nihilo and Ex-astris allow an end run around that.
