Fairly certain sod::bootstrap isn't being called #2

At least with the Diaspora sod setup, sod::bootstrap (and diaspora::bootstrap, as a result) aren't being executed, so the dev packages aren't being installed when a box is sodded.

Thanks for merging. Will revert my hacks to the Gemfile and ensure that upstream sod is working properly this weekend.
