Move all documentation into new `docs` directory #17

At present, the Reference Guide is alone in manual, and the tutorial is hidden down in data/tutorial because that's where the game-files are that it's built from. A single docs directory should contain both, and can then also become the home for future documents like a man-page for the top-level scottkit program.
