If "Show the number of unread notifications in the toolbar button" is disabled, refreshing data indicator is displayed forever #942

Steps to reproduce

  1. Open Pontoon Add-on options.
  2. Deselect Show the number of unread notifications in the toolbar button.
  3. Right-click the toolbar button and select Reload notifications.

Actual behavior

The toolbar button shows loading incidator (arrows in circle) forever.

Expected behavior

The toolbar button shows loading indicator only during data reload and then the badge disappears again.
