Closes CVE-5 Maybe closes CVE-9

Please merge my PR so that we have a function that formats the NIST response and returns our own custom format to store data as dictionary It also provides a comparison between new_cves and tracked cves

@Hex8ion maybe read through my review so you understand my thought process. I know the code seems a whole lot different now
