mutliplan aware tar_load #15

I'd like a version of the load target at cursor addin that, in the presence of a _targets.yaml: looks at the current file name and resolves the store for the target to be loaded using the entry in the targets.yaml.

Also a mutliplan aware tar_make would be great!
