Allow the server to tax a shop every X hours for a predefined amount. If the shop doesn't pay it's taxes, put the shop up for sale on the server for a set amount of all goods priced in the shop (cut percentage also definable?)

Allow owners to set their shop as for sale for a price they define. Allow users to buy shops.
