Remove native support for ancient chat and permissions plugins #866

I didn't removed some plugins of which the last release is relatively recent. I know that now, plugins should implement on their own Vault support, but tell me if I should delete them.

Here are the latest releases of chat and permissions plugins.

This PR has failed checks (we've sinced fixed the build configs, so rebase). Any chance @Leonardo-DGS you could address this and then we'll be able to get to final reviews/merging?

You should remove these plugins from the README as well
