Enable Discussions function on the repository #127

On either the VaultAPI repository or the Vault repository, I believe it would be beneficial to enable GitHub's Discussions feature to allow user-developer discussion outside of the Issue Tracker.

@lokka30 I don't really intend on discussing anything. if people need help they should use spigotmc.org or forums around developing plugins for help.
