[enhancement] Add separator bar/Ui #55

Extract from WoWInterface:

Kaiden : Could you add the ability to add a Black bar across the TOP or BOTTOM of the frame so that way we can add a sort of Separator that clearly deliniates the difference between the XIV_Databar and the rest of the UI? Here's an example of what I mean with that, also by BLACK Bar, i just mean a stroke or a pixel bar, maybe one we can choose the color of that way we can make it go with anything, maybe even make it have the option to either be Black or Use Class Color like all the other features? That would be absolutely divine / perfect. Screen

If this is added please have an option to keep it disabled. I'm already using kgpanels to achieve this.
