add interface for importing lab spectra in VISOR format

basic functionality / interface added in f32a6f4. (requires migrations, very minor but breaking backwards compatibility issue for SQL files.)

Need to decide on business logic for following issues:

[] for 2-camera instruments, lab spectra don't have eyes but will be scaled as if they do. jenga tower logic? deal with it?
[x] lab spectra don't have things like LTST that are standard winnowing criteria. jenga tower logic? deal with it?
[x] VISOR doesn't render simulated values for both halves of really-close binocular filter pairs. add duplicates in ingest? ignore it?
[] probably some other stuff

added "allow null" and "whatever, add duplicates" to handle points 2 and 3 of checklist above
