minus 5 volt ground #7

What steps will reproduce the problem?
1. Connect volt meter voltage probe to CatGenie programming connector pin 5 
(GND)
2. Connect volt meter COM probe to known ground
3. Read voltage

What is the expected output? What do you see instead?
I would expect 0, I instead read -4.97 VDC

What version of the product are you using? On what operating system?
CatGenie 120, purchased in Fall 2013.

Please provide any additional information below.
This CatGenie uses the PIC F1939. Connecting the programming GND pin to 
external ground (earth) stops the unit.
