Added the goal of the Algorithm Register

I'm happy with the proposed goal, but expect some backlash on the scope: 'all information'. If this scope is reduced I propose amending the description with positive claims such as: 'The aim is to make all information about algorithms required to demonstrate compliance with applicable laws centrally accessible for everyone.', or 'The aim is to make all information about algorithms required to demonstrate the algorithm doesn't unlawfully discriminate centrally accessible for everyone.'
