Through Prometheus + alertmanager to Mattermost Alert on Crashloop/down for all our namespaces.

Open question: can we use Digilab's Prometheus instance? For this ticket we assume we can, we pause the ticket if we can't.

Out of scope: We would still need ticket handling (figure out what Digilab is already using), something similar to Pagerduty.
