Update coda-infra-central-1 kubernetes cluster to support Lucy tests

Currently, deploying Lucy tests to the coda-infra-central1 cluster fails. To get this to function, the cluster needs to updated to include the same resources that are available in the mina-integration-west cluster.

Autoscaling settings have been updated for the cluster - waiting for confirmation of whether this resolved the error.

At the moment, deployment of the integration test is working within the cluster, but nodes are not reachable by the Lucy engine. This appears to be due to missing nginx ingress configuration on the coda-infra-central1 cluster. Adding these configuration is done in 4 steps:

• [x] create graphql-ingress namespace on coda-infra-central1 server
• [x] copy configmaps within the graphql-ingress namespace from mina-integration-west1 to the coda-infra-central1 cluster
• [ ] copy secrets within the graphql-ingress namespace from mina-integration-west1 to the coda-infra-central1 cluster
• [x] copy services within the graphql-ingress namespace from mina-integration-west1 to the coda-infra-central1 cluster
• [x] copy graphql-ingress-nginx-controller.yaml within the graphql-ingress namespace from mina-integration-west1 to the coda-infra-central1 cluster
