不知道为啥on_command下的所有指令都不识别 #24

nonebot2 2.0.0 rc1，像查看菜单，添加，啥的都不识别，bot没反应， image

image 直接跳过到下一个插件条件了，最后那个优先级99的是商店那个智能回复。而且安装插件后nonebot_plugin_apscheduler报错，重新安装这个插件就好了
