Black screen with mouse only #8

PROBLEM: External display renders only a black screen showing mouse only Can not extend display and it doesn't show up as a displays in settings Only renders for a few seconds and then turns itself off Is this a security feature of Mac OS?

I added screen_capture_msdisplay to the Screen Recording section of Privacy in the Security & Privacy system preferences and now I can see the display, it only mirrors though, it can't extend displays. It is also a very slow frame rate
