Re-add tags to send

this PR adds the "UnhandledException" tag for unhandled exceptions.

• adds a tags argument to send so that error specific tags can be applied
• changes tags to a set rather than a list (no duplicates)
• refactors clients to user common builder
• does not try to get version from jar if not running from jar
