Set up ktlint #17

Having messed around with it myself, it appears the rules it generates for intellij's auto formatter are far more strict than the actual checks. I remember seeing an issue about it on their github, so perhaps they're working on improving this. The biggest problem was the code wrapping around, but it just seems inconsistent overall.
