Store IGWMod.cfg in configs folder #10

Currently the IGWMod.cfg file is generated outside of the Minecraft instance. This makes it more difficult for modpack authors to configure, and to use with alternative launchers (such as ATLauncher).

Unless this file is required to be outside of the instances folder for some reason, please consider using the standard location inside /configs instead.

Note this file is being generated by PneumaticCraft, so that may be the correct bug tracker to use. But I believe this code is included in the common class shared by all IGW mods.

This can be considered a bug. The intentions were to put the IGWMod.cfg in the config folder.

kinda slow actually ;), Sorry for that! I'll have this fixed in next PneumaticCraft version as well.
