Not sure if this is your issue or algo's.
If I place down a tube and then from one corner of the block space to the other corner I use draw region to fill in the entire block space, it eats(Deletes) the tube from the world.
It has to be the entire block, it treats it as if the tube doesn't exist so using a full block worth of oak planks bits to fill the space it will just turn it into a vanilla oak wood.
This could be a chisel and bits issue but I tried the same with Charset and it worked fine.
