Aura priorities #4

Currently, seniority is used to determine which aura controls a flag at a certain blog. Ideally, we should have a "priority" flag, allowing players to customize which aura in a stack of auras has control over the area.

Partially implemented for auras with the exact same set of owners. Need to think of an ideal solution to fully implement.
