Another player and I noticed this. It's both the Summoner and the Hunter Illager bounties. Neither mob will ever spawn because the associated mods are not present in the modpack.

I'm a server OP so I solved this issue locally by:

Enter Quest Book edit mode via /ftbquests editing_mode
Delete both quests
Move Vindicator bounty into empty spot left by deleting hunter illager
Move Ithaqua to empty spot left by moving Vindicator
Set Evoker and Illusioner as dependents of Vindicator
