What version are you using? For the symptom is from Unstable version.
I cloned this repo with git and compiled it with Forge 1.7.10 10.13.1236. Is there another version that doesn't have this issue? It doesn't make the game unplayable, but it's a little jarring if I look up at night.
So do you playing Stellarium version 0.1.3 now? It will be not related with forge. If it is true, there will be v0.1.4 which fixes that.
I'm not entirely sure which Stellarium version I'm using, as the mcmod.info file still says 0.1.1 and you didn't include the build.gradle file in this repository, but I'm pretty sure this code is from a newer version than that.
I compiled the source from commit 74c040e

When the player is looking up at night, the stars flash and flicker on and off all at once. This only happens when the player is looking up at more than a 45 degree angle.
