Add lobby plugin #26

Add a lobby plugin that manages:
- Basic player restrictions
- Fake end dimension
- NPC to enter the game with
- Tickrate changer
- Server management system

this pr also refactors some other stuff and patches the client to work with the end dimension

i think it's done... I had a brainlag when I finished programming and now I can't sort my thoughts anymore. I think i added everything that's needed
