Cooldown not updating based on config #1

This might be a simple oversight but... changing the cooldown in the config has not changed the cooldown for our server at all. I tested with some absurdly high numbers and it didn't seem to effect it.

Thanks for the report. However, I was not able to reproduce the problem. Are you sure you used the /epc reload command after changing the config, or restarting the server?

I finally reproduced the problem and fixed it. A new release should be available on devbukkit soon.
