Towny and Opening chests. #135

Hello, I've got a huge problem while using Gringotts and Towny. Going ahead, there's no permission which blocks common citizens to open the [Town Vault] chest, and it's very dangerous for the server. I'll explain better:

1) Player join the server, he has the permission to create/open his own vault and it's all ok. 2) Player joins a Town. 3) Player can remove all the moneys from the Town Vault = Town deletion because of missing moneys for taxes.

I just won't add the LWC or Lockette plugin because I just want the opening of only the vaults to be permission-granted.

Simply, we should lose 5 min to create a permission which locks the access to Town and Nation vaults, so server owners can add it via Towny Rank Permissions only to the Town Major/Nation Leader or to some assistants.

Thanks, I'll consider implementing this. No promises on when though. I am happy to take pull requests for this feature :)

Meanwhile, you can consider if there are other ways around the problem, such as town leaders putting vaults in protected areas of the town.
