A WorldGuard area such as a medical center or nuclear power plant where the apocalypse started. Mob spawns would be much more frequent and there could be rewards. The other idea is a cornucopia at the center of the map where people fight for it, or Pandora's box with warning signs. Cornucopia would have items respawn at same time every day. Pandora's box could be anywhere. When you open Pandora's box, all hell will be released. Some people suggested many baby zombies.
Motivation
It may encourage more roleplay as well as PvP. Players must spend a lot of time to get the proper tools for PvP, so if they find themselves spending time grinding, they will think, "Wow, I must really like this server to spend so much time on it." Roleplay can also keep players more active and make the server more fun.
