Replace ELK stack in favor of a Grafana Labs stack

Doing this since Elasticsearch and Grafana are too heavyweight and difficult to configure. Plus, Fluentd has been a pain in my neck.

Suggested stack:

• Promtail (log broker)
• Grafana Loki (log aggregation and storage)
• Grafana (dashboards)

This stack will probaby go well with the suggested stack for OpenTelemetry tracing as well.
