New development for p4 data processing.

applies calorimetric splines to recoil energy
accommodates subdetector-by-subdetector recoil uncertainties

Everybody will need to define the ApplyCaloTuning() function in their CVUniverse. This forces analyzers to ensure that they either apply calorimetric spline, or they are consciously using tuples with splines already applied.
