[Election] Add permission class to create/remove elections #347

TEDLT. It is the only missing permission class.

I am not sure I understand this issue. There is already an ElectionPermission class, which allows users with a role in the association and the election_permission boolean set to True to create/edit/delete elections. How would this new permission class differ?
