Zombies and Skeletons can spawn wearing/holding Vanilla Armor and Weapons, so it seems odd that they wouldn't for Minestrapp Armor and Weapons as well. For full details, see the Features List under Vanilla Modifications > Mobs > Zombies / Skeletons.

Same goes for Zombie Pigmen, which can be seen below the Zombie and Skeleton entries.
