World Tick Rate issues #367

The world tick rate appears to be super messed up, as falling blocks like Sand and Gravel take almost 20 seconds after updating before they will fall.

Re-opened, since it doesn't seem to be fixed in 3.3.4. Make sure you either test these issues before you close them, or let me know that you've fixed it and have me check it before it's closed, since closing issues before they are actually fixed seems to be far too common of a problem lately...
